Where jurisdiction rises
Above ordinary civic administration are the Upper Courts. These chambers deal with weightier questions of governance, jurisdiction, territorial order, and matters whose consequences extend beyond a single individual or institution.
Representatives may arrive with reports from lower jurisdictions, intelligence from distant territories, unresolved matters of authority, or questions whose implications touch multiple Orders.
Here, leaders must think beyond immediate circumstances. They consider order, precedent, consequence, and Kingdom continuity.
